Mastermind of the State Police Network and Intelligence System

Joseph Fouché

A politician, revolutionary, and police administrator active from the French Revolution through the Napoleonic era and the Bourbon Restoration. As a member of the National Convention, he voted for the execution of Louis XVI and carried out harsh repressions during the suppression of the Lyon rebellion in 1793. Afterward, he was involved in the overthrow of Robespierre and served as Minister of Police under the Directory, the Consulate, and the First Empire. Building an extensive intelligence network along with a surveillance system, he monitored Napoleon's political enemies and conspiracies while also engaging in secret diplomacy. Following Napoleon's downfall, he adapted to the Bourbon Restoration, becoming a central figure in the provisional government in 1815 before serving once again as Minister of Police. Surviving every change of regime, he is known alongside Talleyrand as a "chameleon politician."
