Herbert Ernst Karl Frahm

German social democratic politician. After serving as Governing Mayor of West Berlin, Foreign Minister of West Germany, and Vice-Chancellor, he served as Federal Chancellor of West Germany from 1969 to 1974. He promoted "Ostpolitik" (Eastern Policy), which aimed at dialogue and improved relations with the Eastern Bloc countries, and was awarded the Nobel Peace Prize in 1971.
